A Local Configuration can be created to expose a set of versioned artifacts to external OSLC applications. The versioned artifacts are Windchill Part versions that the configuration will retrieve by leveraging the Windchill filter capabilities. To create a Local Configuration:

table in the Windchill product or library page.It's important to understand the difference between a Stream and a Baseline. A Stream is a configuration that allows you to manage versioned artifacts. A Baseline is a frozen configuration of artifacts.
In Windchill, the versioned artifacts in a configuration are resolved by applying a filter on the Parts of a product or library. It is not possible to automatically determine whether a given filter will always return the same set of frozen Part versions, or if it is expected to change over time. If you are certain that you want to create a Baseline, be cautious to use a filter that will always return the same set of Part versions. If the filter can return a different set of Parts or if you don't know, select Stream.
Note: for now, only the Latest and Baseline filter types are supported.
This completes the Local Configuration creation. You can now add it to a Global Configuration in the GCM application.
